A running refrigerator can still be starved for circulation
GE specifically lists blocked internal airflow as a cause of poor cooling. Large containers pushed against rear vents can keep cold air from reaching the rest of the compartment. Frost around an evaporator cover, a non-running fan, or a door that never fully closes can create a similar symptom but require different repairs.
This is why 'the compressor is running' is not enough evidence to condemn or clear the refrigeration system. The machine also needs air movement through the evaporator section and a way to reject heat at the condenser.
Do not open the sealed refrigeration circuit as a diagnostic shortcut
